Utah’s flight depart- ments include Salt Lake Community College and Westminster College, both located in Salt Lake City, as well as Southern Utah University in Cedar City, Utah State University in Logan, and Utah Valley University in Orem. • The AC-U-KWIL directory lists 43 fixed- base operators. A fixed-base operator is usually a commercial company that pro- vides aviation-related services at air- ports, such as catering, fueling, ground power units, lavatory services, pre-flight briefing computers, Wi-Fi access, and tie down or hangar space where air- craft can be parked. Operators can also help find ground transport and arrange hotel stays. Some of them even have crew cars that can be reserved. • TheHelicopter Association International claims 60 heliports in Utah. • The 2007 Utah Continuous Airport System Plan stated that the general aviation payroll was more than $96.6 million and that it supported 3,673 jobs. Most communities in the continental U.S. are located 30 minutes away from some kind of airport, but general avia- tion is particularly important to states that have large rural areas. Developing high-tech businesses and more tra- ditional rural industries both benefit from having access to general avia- tion in rural areas. General aviation gives people in these areas access to goods such as clothing, high-value machiner y, equipment that heats or refrigerates, farm machinery, and time-dependent goods such as news- papers and magazines. In addition, general aviation can do important work helping with agriculture, finance, fishing, real estate, and utilities. Planes can dust crops, conduct aerial surveys, take photographs, and help clients, staff, and visitors travel more easily to a particular location. Although many businesses do not give a high ranking to airport access when making decisions about exist- ing or future business locations, the truth is they take airport availability for granted. If they rely on the quality of available air service, however, they are often deeply interested in how well the nearest local airport moves freight and people. A final aspect of general aviation is its role in bringing aviation-related indus- tries to an area. People come to regional airports to learn how to fly; they charter services; and they create ties with busi- nesses at the airport and close to the airport.
