immensely with removing storm water fromthe roadwaywhere it hadpreviously caused large puddles in the roadway. A bike lane was added on both shoulders to improve safety to the traveling public. Hales Sand and Gravel recognized 35% of potential incentive for the quality of the asphalt material that was placed on the project. During theproject, safetywas our first pri- ority for both the traveling public and the construction crews who performed the work each day. Throughout the project there were multiple crews working in congested areas, traffic running close to the work zone, and disrupted pedes- trian traffic with the sidewalk and pedestrian ramp reconstruction that took place. During pedestrian ramp reconstruction, pedestrian bypass ramps were built to guide the pedes- trians safely through the construc- tion zone. While overlaying the South section of the project, heavy traffic was encountered with the service sta- tions at the exit. This was a big safety concern for the construction team. Hales Sand and Gravel concluded that paving that section of roadway at night would be the way to keep everyone safe. All necessary steps were taken to keep everyone safe until the project was complete. The project was completedwithout injuries to construc- tion crews or the traveling public. 3 By Lauren C. Ploeger, P.E., Chad Brown, P.E., Charity L. Mair T he project began at the North Fillmore Interchange with a lane level and SMA overlay. Full recon- struction took place on a one mile stretch through town beginning at 350 N. Main and continued south on Main street to approximately 450 S. The lane level and overlay were contin- ued from 450 S. to the South Fillmore Interchange. The roadway on the north and south of town consisted of 2 lanes withamedian turn lane.The reconstruc- tion portion consisted of 16’shoulders, 2 lanes in each direction with a turn lane in the center. This project like most did not come without its fair amount of challenges. After the storm drain trunk line and water line were installed, it was time to begin the FDR portion of the project. After an initial trial run with the pulver- izer, it was determined that treating the base was not going to work. Boulders ranging from6”to18”filled the subgrade creating an issue with the design. After muchdiscussion it was determined that theexistingmaterialwouldbeexcavated and new road base would be brought in to prepare for the 6” of asphalt that wouldcap thenewroadway.Theproject was further complicatedby a significant increase in theamount of soft spot repair in the subgrade. As the project started a bit late in the season, the additional soft spot repair made for an even tighter schedule to complete the project in time for winter.
